On the 23rd of October 2013, a U.S. District Court Judge handed down prison sentences to two former Duval County Sheriff's deputies. The defendants, 35-year-old Ruben Silva and 28-year-old Victor Carrillo, had pleaded guilty to conspiring with a criminal organization for the purpose of distributing drugs.
The conspiracy involved the former deputies conducting fake traffic stops on known drug dealers. They reportedly conducted these stops in uniform and with their Sheriff's vehicles. They would confiscate cocaine and other narcotics from the dealers and then redistribute the drugs in coordination with members of a known criminal organization. Reports indicate that Silva conspired to distribute 10 kilograms of cocaine and received at least $5,000 for his role in the drug distribution conspiracy, while Carrillo received $1,000 for the role he played.
Before sentencing the judge made it a point to mention the defendants' status as uniformed officers. The judge sentenced Silva to 105 months in federal prison and Carrillo to 70 months in federal prison. Both men were out on bail prior to conviction, but Silva was taken into the custody immediately following sentencing so that he could be transferred to a U.S. Bureau of Prisons facility. Carrillo voluntarily surrendered himself to a U.S. Bureau of Prisons facility.
